docs: align contributor test commands with tox (#733)

This PR updates the contributor guide to match the test and
documentation environments in tox.ini.

- Replace the Nose references with pytest and document `tox -e
py314-doctest`.
- Replace the undefined `docs` environment with `tox -e
py314,py314-docs` and explain the selected environments' dependencies,
defaults and separate service tests.
- Add the changelog entry.

## Verification

- Tox 4.64.9 recognises the selected environments and expands their
commands and dependencies as documented.
- The complete Sphinx 9.1.0 HTML build passes with `--fail-on-warning`
on Linux Python 3.14.8, as does the CI-declared `singlehtml` build with
`-W`.
- The rendered commands and pytest link are verified, both changed files
match the qualified snapshot, and `git diff --check` passes.
- All 29 upstream check runs and both the Test Changes and CodeQL
workflows pass at `53d54e194`. Read the
Docs also reports success.

## Risks and unverified checks

The change covers contributor documentation and its changelog and can be
reverted in one commit. Runtime and doctest suites, service
integrations, package builds and other platforms were not checked
locally. Local Tox environment execution remains unverified; the
configuration inspection and documentation builds used the declared
Sphinx commands.
