Honor decoder options when reading JSON Lines (#729)

fromjson(..., lines=True, parse_float=Decimal) ignored decoder options
and returned floats. Forward the existing options during header
discovery and row decoding, matching JSON array reading. Pass options as
a tuple/dict so custom keywords such as f, args and kwargs do not
collide with helper parameters.

Reuse the first decoded JSON Lines record for header discovery and the
first row, preserving stateful callback results within a traversal.
Regression tests cover callbacks, custom decoders, inferred/explicit
headers, repeated iteration, missing cells and deterministic reverse
field order. Documentation and a changelog entry are included.

Validation on macOS/Python 3.11.9: 96 JSON tests and 263 independent
checks passed. Critical Ruff checks pass; configured lint retains the
same 22 existing findings. Native Python 2, the full Python/OS matrix,
optional integrations, and Sphinx were not run locally; upstream CI and
coverage remain pending.
