Resolve a package's cache root in one call (1.24.0)

get_cache_root(name, *envkeys, override=None, legacy=()) picks the first
of: an explicit override, the first environment variable that is set,
the first legacy location that already holds data (a file at its top
level or one folder down, so empty leftover folders don't count), then
the platform cache directory. This is the precedence several OpenVax
packages implement by hand. The shared-caches guide shows the pattern.
