* fix(screenshot): scale full-page captures past the png budget

A 30k CSS px page at 2x is about 150 megapixels. Encoding that PNG runs past a 30s browser budget, and a JPEG of the same surface comes back empty. Scale the clip so the PNG stays within 40 megapixels.

* fix(screenshot): fall back when the full-page size is missing

An empty measurement threw instead of keeping fullPage, and the budget
tests accepted a viewport-only image.
