docs: decimals-of-accuracy tutorial, from the full range to a fitted b-posit (#1651)

New tutorial docs/tutorials/decimals-of-accuracy.md tells the story of
the precision profile:
1. The full-range picture compares int16, Q15, fp16, lns<16,10> and
   the standard bposit<16,6,5>, and explains each shape.
2. It zooms into the DSP region of interest [2^-15, 2^12] with
   --xmin/--xmax: the signal band plus 4096-point FFT growth.
3. It counts where the encodings land. The standard b-posit puts only
   21% of its positive encodings in the region, and the regime bits that
   reach the rest come out of the precision inside it.
4. It fits the range 2^+-(rS 2^eS) to the region. The tightest fit,
   bposit<16,4,2>, puts 92% of its encodings there and keeps at least
   3.01 decimals and a 9-bit floor. bposit<16,5,2> trades one bit of
   floor for headroom to 2^20.
5. The same fit holds at 32 bits: bposit<32,4,2> beats float across the
   whole region.

Every figure has the command that generates it; the four PNGs in
docs/img/precision-profiles are reproduced byte for byte by those
commands.

The fp16 comparison is now stated binade by binade, as measured. The
fitted b-posit is one bit ahead of fp16 from 2^-4 to 2^4, level out to
2^+-8, and one bit behind beyond that. The bposit.md section had
claimed it beat fp16 across the signal band, from a single measurement
at 0.5; it is corrected and links to the tutorial.

dsp_precision_profiles now prints the range-fit table, with the share of
encodings in the region, the decimals in [0.5, 1), the worst case in
the region and the floor. It writes CSVs for the candidate
configurations and asserts the fit. The tutorial is added to the
docs-site sync map and tutorials index, and the index's ubit entry now
counts six problems.
