* feat: derive zerion support from its chain list, excluding testnets

Re-lands the /v2/safes overview change reverted in #3441, which dropped the
per-chain PORTFOLIO_ENDPOINT flag in favour of Zerion's own chain list, and
adds the rule the revert was about: Zerion serves no chain a request marks as
a testnet, because it carries no fiat price for testnet assets. All three
Zerion callers skip the upstream call, so the overview keeps its balances
fallback and the portfolio and positions endpoints answer empty.

FF_ZERION_TESTNETS_ENABLED=true opts back in for testing.

* fix(zerion): skip unindexed chains and address review comments

Skip chains Zerion lists without position support so callers fall back,
rename the chain cache key to drop stale entries, register
FF_ZERION_TESTNETS_ENABLED in the config schema, document the flag and
cover the flag-on testnet path.
