### What kind of change does this PR introduce?

* Adds `validity_ranges` argument to be able to pass custom ranges.
* Adds `hurs_cap_min` to control capping of ``hurs`` to a minimum of 5%.
* Following Bröde 2012, change the following defaults:
    - Upper valid bound of `tas - mrt` increased from 30°C to 70°C
    - Upper valid bound of `sfcWind` increased from 17 m/s to 30.3 m/s
    - Wind capping enabled by default
    - Hurs capping enabled by default

### Does this PR introduce a breaking change?
Enabled capping and increased validity bounds might yield values where a
NaN was previously returned.
So a "breaking change", but not a strong one.
