build!: migrate from rollup to tsdown (#22)

* build!: migrate from rollup to tsdown

- Replace rollup + rollup-plugin-typescript2 + tsc types build with tsdown
  (bundled output, attw "strict" profile)
- Generate package.json exports/main/module/types via tsdown; add
  "sideEffects": false and a "files" whitelist instead of .npmignore
- Drop tslib, rimraf, rollup.config.js and tsconfig.types.json
- Align tsconfig with pvtsutils (es2022, noEmit, noImplicitOverride, ...)
- Pin CI runner to ubuntu-24.04

BREAKING CHANGE: requires Node.js >= 16. The package now defines an
"exports" map, so deep imports into build/* are no longer allowed.
ESM build moved from build/index.es.js to build/index.mjs and types
from build/types/index.d.ts to build/index.d.ts.
