test: migrate from mocha to vitest and upgrade TypeScript to v6 (#21)

- Replace mocha/nyc/ts-node with vitest and @vitest/coverage-v8
- Move tests from test/ next to sources as src/**/*.spec.ts
- Replace node:assert with vitest expect
- Upgrade typescript to v6, rollup-plugin-typescript2 to 0.37, rollup to 2.80
- Add typecheck script and CI step
