e-stepper: a while loop unfolds into an if statement (#525)

By the textbook rule, `while test: body` becomes
`if test: (body; while test: body)` before its test is evaluated. The loop
stays in the program, in full, while the test is evaluated, instead of the
test being reduced in place and a fresh copy of the loop appearing once it
is True.
