CI: hold changesets/action at v1 until the CLI moves to v3 (#146)

#143 (Renovate) upgraded changesets/action to v2 again, which refuses to run
with @changesets/cli v2 and renames the publish/version inputs: every push
to main fails at the release step and the Pages deploy is skipped (#145 is
not deployed). Back to v1, and a Renovate rule (allowedVersions <2) so it
is not proposed again; the upgrade goes together with the CLI's, by hand.
