e-stepper: hover a whole environment block; darker hover background (#141)

In the program pane, the whole bracketed body of an environment is hoverable
(the innermost one under the mouse), not just its small label, and a hovered
block gets a darker background, as does a hovered frame in the diagram (here
and in the host's CSE diagram, frontend#4424).
