* e-stepper: a divider to resize the panes side by side

In a wide tab, a vertical divider between the program and the environment
diagram sets the program pane's share of the width (kept as a share, so the
split survives resizing the tab); either pane keeps at least 200px.

* e-stepper: pane minimums count the divider, and hold after resizing

The program pane's width is worked out at every render from the width left
for the panes (the tab's less the gaps and the divider), so either pane keeps
200px, also when the tab is narrowed after a drag (Codex review on #140).
