e-stepper: global and nonlocal declarations are not evaluated (#516)

* e-stepper: global and nonlocal declarations are not evaluated

They decide, when a function is defined, which names in its body are found
(and assigned) in the global frame or an enclosing function's frame, so
"Evaluating nonlocal declaration" misdescribed them. They now stay in the
program as source but take no step: evaluation goes on with the statements
after them. The call step says what they decided ("new frame E2 extends E1,
without a binding for nonlocal balance").

Keeps it clear of other test blocks added before "self-referential lists".
