e-stepper: CSE snapshot frames carry the e-stepper's frame labels as ids (#517)

serializeEnvChain takes SnapshotIds: ids for objects (objectId, as before)
and now for frames, used for a frame's id and wherever it is referred to
(parentId, closureFrameId, list envId). The e-stepper uses its labels (E2,
Global), so a host's diagram can be coloured and hovered by the frames the
program pane shows (plugins#137, frontend#4419). The CSE machine's own
snapshots keep the environments' ids.
