CSE environment view: frame colours and frame hover (#4419)

* CSE environment view: frame colours and frame hover

With frameColors (from a plugin, e.g. the e-stepper's environment colours), a
frame's box takes its colour and the current frame keeps its colour with a
wider outline instead of the active colour; such frames report hovering and
can be highlighted (Layout.frameColors/onFrameHover/highlightFrame). The CSE
Machine tab, which passes no colours, is unchanged.

Frames without an entry in frameColors (e.g. the builtins frame) keep the CSE
Machine tab's style, including the active colour, and do not report hovering
(Codex review on #4419).
