* Stop telling users to run astro dev init, which v2 removed

The "not an Astro project" error from astro deploy and astro remote deploy
told users to run astro dev init. Both commands accept the pyproject.toml
project astro init writes before this check runs, so they now say to run
astro init.

APC deploy shares the check but builds a Dockerfile project, and has no
path for the project astro init writes: advice to run astro init would
only lead back to the same error. It now says what it needs, a project
with a .astro/config.yaml such as one made with Astro CLI 1.x, and that
--image-name deploys an image built elsewhere.

make temp-astro runs astro init too.

* Point APC deploy at the path a pyproject.toml project has to APC

A pyproject.toml project reaches APC through its image: declare a
Dockerfile under [tool.astro], run astro package, and deploy the image it
tags with --image-name. Say so in the error APC deploy gives outside a
Dockerfile project, instead of only "use --image-name".
