e-stepper: draw environments with the host's CSE machine diagram (#133)

* e-stepper: draw environments with the host's CSE machine diagram

Add ICseDiagramService/IHostServices to common-cse-machine: a host can lend
web plugins its CSE machine visualization as a third registerPlugin
argument. EStepperStep gains an optional cse snapshot; web-e-stepper draws
the environment pane with the host's diagram when both are available and
falls back to its own otherwise. The E-Stepper tab uses the Stepper's icon.

* web-e-stepper: don't promise hover linking with the host's CSE diagram

The host's diagram is not linked to the program pane yet (tracked in #132),
so the welcome text only mentions hovering a reference when the plugin draws
its own diagram. Also fixes the host plugin test's argument types.

* Hover linking between the e-stepper's program pane and the host's CSE diagram

CseSerializedValue gains an optional objectId (a stable id of the heap object
a value refers to), and CseDiagramViewProps takes the hovered object and an
onHover callback. The e-stepper passes its hover state through, so a
reference in the program and the object in the host's diagram highlight
each other, as with the plugin's own diagram.

* web-e-stepper: type the host plugin test's stubs without unnecessary assertions
