feat: an audience can sign its people in with its own OAuth client (#41)

Every browser sign-in used Fellowship's one client, so a Register tablet
signing in through Freedom saw Link's Google consent screen and counted
against Link's Cloud project. An audience that implements BringsOwnClient
can now name its own client for a sign-in; AudienceProviders rebuilds the
registered provider around it for the authorization URL, the code exchange
and the ID-token audience check. The registry stays the permission model,
anything doubtful falls back to Fellowship's client, and Link is unchanged.

IdentityBroker and DeviceAuthController take the resolver as an optional
last argument, so callers that build them directly still compile.
