* fix(solid): keep SSR Errored fallback hydration ids on slot retry (#3920)

Retrying a children slot that had already rendered an Errored fallback
continued that fallback's child ids and serialized the error again, so the
client never hydrated the markup on screen.

* test(web): type the #3920 Throws helper as a JSX component

A function that only throws is inferred as never, so TypeScript rejects it as a JSX component. An explicit JSX.Element return keeps the throw and satisfies the test typecheck.
