* fix(agent): wait for a delayed same-tab navigation before observing

A click that changes the page a moment later was snapshotted on the document that had just been left.

A hash-only href stays on the same document, so settle compared origin, path, and query instead of the full URL.

The page double treats an unrecognized evaluate as the next observation, so the navigation wait was consuming the state the following decision was supposed to see.

A base target of _blank is another tab, and a named target matches window.name without lowercasing it.
