fix(web): update the inspector header dot with the job status

The dot beside the job title sits in the inspector header, which is
rendered once when the inspector opens. Only the part below it polls,
so the dot kept the state the job had at open time: a job opened while
running stayed blue after it finished.

The status poll now returns `inspector-live-poll`, the live part plus
the dot as an out-of-band fragment swapped by its `insp-dot` id. The
header itself is still not re-rendered, so the focused heading stays.
