fix(web): draw the focus ring only during Tab navigation

Closing the inspector or the run dialog with Esc returns focus to the
job's row button. A browser counts Esc as keyboard use, so the global
`:focus-visible` outline framed that button for a mouse user, and htmx
re-focused it after every table poll, so the frame stayed.

`ui.js` now keeps `data-keynav` on `<html>`: true after a Tab press,
false after a pointer press. The outline is removed while it is false.
Tab and Shift+Tab still show the ring, and it stays through Enter and
Esc for a keyboard user. The login page loads no `ui.js` and is
unchanged.
