Only reload! when lang_update_if_needed.sh changed en.yml

The previous commit called I18n.reload! unconditionally after the
sync check, even on the common no-op path ("en.txt unchanged --
skipping"). That throws away a warm translations cache in the parent
process before parallelize forks workers, forcing every forked child
to independently re-parse all 16 locale files from scratch right at
the moment it's also booting Puma/Chrome -- a full-suite run right
after that commit landed showed more failures, spread across tests
with no connection to translations or geocoding. Compares the file's
mtime before/after the shell call and only reloads when it moved.
