Force I18n.reload! after the en.yml sync check in system tests

require("test_helper") (the first line of this file) already boots
Rails before the lang_update_if_needed.sh check runs -- if that boot
lazily loaded a stale en.yml into I18n's backend, fixing the file on
disk afterward did nothing for this already-running process. A full
system-test run showed a wide, seemingly-random spread of failures
that went away only after a hand-run `bin/rails lang:update` followed
by a fresh process (a new test invocation). reload! forces this
process to pick up what the shell script just wrote, closing that
gap without needing a fresh boot.
