Return early from IndexPaginationNav when there's nothing to show

With no sorter slot, no letter pagination, and a single page,
view_template still rendered the outer flex-bar wrapper with nothing
inside -- an empty, margin-bearing strip at the top of the page.
Hits the new Locations::Undefined index directly: it does not set a
sorter slot, so a site with few unmapped place names renders a blank
bar above the help text. Extracted show_number_pagination? so the
new top-level guard and render_number_pagination_nav share one
condition instead of duplicating it.
