* fix(events): retry a refused connect and keep the cursor

`agtermctl events` opens a new connection per poll, and any connect
failure ended the stream with exit 1. On Darwin a live app whose accept
queue is full refuses with ECONNREFUSED, the same errno a dead socket
returns, so a short main-thread stall under several subscribers killed
every stream. The consumer's restart had no cursor, so it anchored at the
tail and lost every event emitted in between.

Once the stream holds a cursor, a refused connect now waits 250 ms,
doubling up to 4 s, and reads again from the same cursor. After about
30 s of refusals in a row it exits non-zero as before, so it still never
waits forever on an absent app. A missing socket stays fatal: a
relaunched app is a new run, which the cursor cannot resume. Cursor
errors (run changed, expired, ahead of tail) stay fatal and are never
rebaselined.

SocketClientError carries the connect errno so the stream can tell a
refusal from other transport failures without matching strings.
