build: replace Rollup with tsdown (#8)

* build: replace Rollup with tsdown

- Bundle src/index.ts with tsdown (ESM + CJS + d.ts) into build/ instead of dist/
- Let tsdown generate package.json exports and validate them with attw
- Align tsconfig with bundler resolution and type-check only (noEmit)
- Declare sideEffects: true (algorithm registry registers bindings on import)
- Upgrade @peculiar/utils to v3
- Rename build:check to typecheck, drop broken test:ui, run test:coverage once
- CI: build and verify generated exports are committed; run tests once with coverage

tsdown and Vitest 5 require Node.js 22 for development. The published
package keeps declaring Node.js >=20 support.
