Update documentation links and mark RTD pages as legacy (#1406)

Link the README and YAML-alias guidance to omegaconf.cli.dev and replace the
old RTD badge with the documentation workflow badge. Regenerate the current
API snapshot from the updated source docstrings and update existing URL
expectations. Add a top-of-page Sphinx notice identifying these pages as
legacy documentation and linking to the new site.

Refs #1405. Historical RTD versions still need the notice backported and
rebuilt; archive settings and redirects remain tracked by the issue.

Validation: both documentation builds, 487 Sphinx doctests, current website
examples, API drift check, formatting, lint, and type checks passed.
The broader suite passed with 9,229 tests and 362 skips, excluding the ignored
local .awd directory to avoid duplicate test-module collection.
