fix(tile-manager): animate nested swaps, keep inner tile placement (#2457)

In nested tile managers, the tiles of an inner manager no longer take
the spans and the starts of the tile that holds the manager. The tile
declares default placement variables on its host, and the properties
still set them inline. Before, a resize of the outer tile to two
columns or two rows made each inner tile that size too.

The swaps of a tile that holds a nested manager now animate. The drag
preview gives the copies of its descendants no view transition names.
Before, the copies repeated the names of the inner tiles, so the
browser skipped each swap transition and logged a duplicate name.
