fix(tile-manager): fix accessibility, drag, resize and view transitions (#2456)

* fix(tile-manager): fix accessibility, drag, resize and view transitions

Each tile is now a region that its title names, and the default actions
have names that tell what they do. Tab and screen readers follow the
layout where the browser supports reading-flow, and skip the tiles under
a maximized tile. Maximize and full screen keep the focus on the action,
and fullscreen follows the browser state.

A drag or a resize cancels on Escape, on pointercancel and when the tile
leaves the page, and the events of other pointers are ignored. Escape
restores the order before the drag, also when tiles leave or join during
it, when the next drag starts at once, and after loadLayout.
igcTileDragEnd and igcTileDragCancel now fire after the view transition
applies the positions, and before the start event of the next drag. In
nested managers, only the innermost tile drags and swaps.

The drag and resize previews render in the closest modal dialog, popover
or fullscreen element. They stay over the tile with a body margin, a
transform, a filter or a page scroll. Resizing works in RTL and with a
grid placement from author CSS. A DOM move keeps the tile positions, and
loadLayout gives every tile a unique position.

The maximize, restore and resize transitions keep the content sharp: the
box grows or shrinks and clips the snapshots instead of scaling them,
and the covered tiles fade in place. The rules are in the base theme
mixin, because the view transition pseudo-elements belong to the
document.

* fix(tile-manager): address the review, fix touch and fast-move drags

loadLayout now normalizes the positions only when the layout applies to a
tile, so a value that is not a layout changes nothing. A maximize or a
resize keeps the view transition classes of the author, and the inline
value returns when the last transition ends.

The drag and resize previews undo the scale of a transformed top... (continued)
