refactor(cli): cover the `db` config toml reader with effect lint (CLI-2653) (#7048)

## TL;DR

brings the `db` config toml reader under the effect lint

## whats introduced?

- `db-config.toml-read` joins the allow list
- shell env reads go through `Config` once, for the override names and
every `env(...)` ref in the toml, and the sync `envLookup` reads from
that snapshot
- `config push` drops its copy of the env ref helpers and uses the
reader's
- the toml parse runs before the env snapshot with the same failure
order and messages
- invalid signing keys files retain native JSON parser details in both
`config.toml` loading and `local-config-values`, with the same narrow
lint exception used by the SSO readers
- unit tests pin env through `Config` and temp dirs instead of
`process.env` writes, and the push, reset and start integration tests
pin the three values the reader now takes from `Config`
