refactor(cli): cover `db` connections and dns with effect lint (CLI-2653) (#7046)

## TL;DR

brings the `db` pg connection layer and few resolvers under the effect
lint

## whats introduced?

- `db-connection` and `db-dns` join the allow list
- the `sslrootcert`, `sslcert` and `sslkey` reads go through
`FileSystem`, keeping the BOM and the errno messages, and
`dbConnectionLayer` captures it at build so `DbConnection.connect` keeps
its type
- a cert path with a NUL byte, only reachable as `%00` in a DSN, now
reads `FileSystem.readFile: ...` instead of `TypeError
[ERR_INVALID_ARG_VALUE]: ...`, since the platform keeps only the message
for that throw
- `--dns-resolver https` sends the same request through `HttpClient`
with automatic HTTP tracing disabled, so no trace headers reach
Cloudflare, and keeps every failure text and the 10s timeout; a
`Db.resolveHostsOverHttps` span records the response status and answer
count
- tests pin the full cert read errors and cover the DoH resolver:
non-200, rejected request, no valid IP, invalid and empty JSON and the
timeout
