Add a setting to put the tab bar below the terminals

Preferences gets a Window tabs choice, at the top or at the bottom, which
moves the tab bar of every window straight away and is remembered in the UI
state. The configuration file's new tab-bar.position sets the default, as
sidebar.position does for the session list. At the bottom, the bar's border
and the selected tab's line are on its top edge, facing the terminal.
