Rename INTERNED_GENERATOR to INTERNED_SPEND_LIST (#1525)

The flag gates serde_2026 encoding, interned tree construction, vbytes
cost model, and the spend-list format. 'Generator' is wrong post-hard-fork;
the field is a serialized spend list, not a program.

Rebased onto serde-2026-min@e136e065 (the v3 rework): resolved conflicts
by keeping e136e065's structure (which had already replaced several
interned-generator branches with spend_list_wrapper_for_trusted_block)
and applying the rename on top, plus renaming additional
INTERNED_GENERATOR occurrences that e136e065 introduced after the
original rename commit was authored.

Rebased again onto serde-2026-min@1a0e31de (factors first() out of the
interned/classic branch in run_block_generator2); applied cleanly with
no conflicts.

Rebased again onto serde-2026-min@a91fcf2c (adds an
additions_and_removals interned-path parity test,
test_additions_and_removals_interned_parity); applied cleanly, but
renamed the identifier in that new test too since it still referenced
INTERNED_GENERATOR.
