fix: Use root plural rules for unknown locales

When CLDR had plural rules for neither a locale nor its base language,
cldr.LocalePluralRules returned rules without any category, not even
"other". Tokenize accepted only "other" and =n options for such a
locale, but Analyze and Errors compared them with the empty rules and
reported every plural and selectordinal incomplete, with nothing
missing:

    {n, plural, other{x}}
    Locale: la (Latin, which has no CLDR plural data)

    Before:
      Analyze: {n, plural, other{x}} incomplete
      Errors:  missing cardinal plural options []

    After:
      Analyze: nothing incomplete
      Errors:  none

Such locales now fall back to the rules of the root locale (und),
which has only "other", through one lookup in internal/cldr that
Tokenize and cldr.LocalePluralRules share.
