Commit Message

add `ruff` versions through `0.16.8` (#23680)

## What?
Adds `ruff` versions from `0.15.15` to `0.16.8` to the ruff subsystem's
`default_known_versions`

## Why?
To keep up-to-date with the more recent ruff releases, and allow for
users to simply specify these new releases in `[ruff].default_version`,
rather than manually adding the checksum + byte counts manually for
anything newer than `0.15.14`.

## AI Usage
I used Claude Code (Opus 5) to implement this PR, after instructing it
to follow these two resources as references:
* The most recent ruff version additions PR
[here](https://github.com/pantsbuild/pants/pull/23376/changes)
* The [pantsbuild doc on external pre-built
binaries](https://www.pantsbuild.org/stable/docs/writing-plugins/the-rules-api/installing-tools#externaltool-install-pre-compiled-binaries)
and how to calculate the checksums / byte counts.

I wrote the PR description, commit messages, and the release note
addition.
