fix: Make Options yield =n options

Options didn't yield the =n options of plural and selectordinal
arguments. It walked into their bodies instead, yielding the options
of any argument nested there as if they belonged to the outer one.
Analyze and Errors use Options, so they never analyzed arguments
nested in =n options, and leaked options could hide missing ones.
For example, in English:

    {n, plural, =0{{m, plural, one{a} other{b}}} other{c}}

    Before:
      Options: one{a}, other{b}, other{c}
      Analyze: totalChoices=1, nothing incomplete
      Errors:  none

    After:
      Options: =0{{m, plural, one{a} other{b}}}, other{c}
      Analyze: totalChoices=2, outer plural incomplete
      Errors:  missing cardinal plural options [one]
