Use exact version comments on artifact actions (#6761)

The zizmor ref-version-mismatch audit started failing on every PR
after upload-artifact v7.0.2 and download-artifact v8.0.2 were released.
The floating v7 and v8 tags moved to the new commits, while our pins
stay on v7.0.1 and v8.0.1, so the "# v7" and "# v8" comments no longer
matched the pinned SHAs.

Name the exact release each SHA points to. The pins are unchanged, so
this is a comment-only change. Exact versions cannot drift when
upstream publishes another patch release.
