fix: Scope the offline worker to the whole origin

A worker served from a subdirectory controls only the pages under it:

    offline.Config{ScriptURL: "/static/sw.js"}

    > (await navigator.serviceWorker.register('/static/sw.js')).scope
    'https://example.com/static/'

Every other page stays uncontrolled: it does not load offline,
and its PageCacheWriter writes never reach the worker.

Refuse a ScriptURL that is not a plain path,
such as sw.js or /sw.js?v=2. The worker never loads from those.
