* docs(proposals): add TTLSecondsAfterFinished and RunPolicy to KEP-2899

Extend the resource-timeouts KEP with post-finish cleanup, prompted by #3779:

- TrainJobSpec.ttlSecondsAfterFinished (flat, matching activeDeadlineSeconds)
- TrainingRuntimeSpec.runPolicy holding activeDeadlineSeconds and
  ttlSecondsAfterFinished as runtime-level defaults
- value resolution: TrainJob overrides runtime default
- TTL deletes the TrainJob itself (children cascade) to avoid the JobSet
  recreation loop in #3779

* docs(proposals): state that Phase 1 has no opt-out from Runtime TTL defaults

A TrainJob can change a runtime default but not disable it. Record this
as the Phase 1 behaviour rather than an open question, consistent with
other Runtime defaults such as env that a TrainJob cannot remove.
