* feat: add resource corrector

* fix: check for maximum resource when using that as the default return

* fix: starting to address review comments

Rename config.jobs to job_configurations and switch attempt to 1-based

`jobs` was ambiguous next to job_name/job_spec; job_configurations
matches the toml `[slurmise.job.*]` section it holds.
Snakemake's retry attempt is 1-based (attempt=1 is the first try),
so aligning slurmise's `attempt` parameter to the same convention avoids an
off-by-one when comparing against Snakemake's own numbering and lets
1**retry_exponent == 1 serve as the natural "no scaling" case.
