Fix: plugin job ttl and saved rows (#2644)

* Keep a plugin automation job's result by its own queue's setting

A plugin job on the ingestion queue now keeps its result for FLEXMEASURES_JOB_TTL, as ingestion jobs queued by the API do,
instead of for FLEXMEASURES_PLANNING_TTL.
Jobs on the forecasting, scheduling and reporting queues keep using FLEXMEASURES_PLANNING_TTL.

Part of #2602.

* Report the rows a plugin automation job saved, not the rows it computed

save_to_db_and_count returns the number of beliefs saved next to the status, and save_to_db wraps it to keep its signature.
A plugin job whose beliefs were unchanged now reports zero rows instead of the full count.

Part of #2602.

* Changelog: name this pull request on the entry that introduces plugin automations

Plugin automation types are new in this release, so what their jobs keep and report belongs with the entry that introduces them,
rather than as a line of its own about behaviour nobody has had to live with.

* Move job_result_ttl beside get_job_timeout

The rule is about job queues rather than about automations, and the same
int(config.get(..., timedelta(-1)).total_seconds()) expression is inlined in
scheduling.py, reporting.py and api_utils.py, none of which should have to
import from flexmeasures.data.automations to share it.

* State the result-TTL rule rather than listing the queues it holds for

The code keeps a result for the planning TTL on every queue that is not
ingestion, which includes a queu... (continued)
