docs: say that the jquery_url default serves jQuery 1.11.1 (#1163)

`jquery_url` defaults to `//code.jquery.com/jquery.min.js`. The URL carries no
version, which reads as "whatever is current", but jQuery froze that alias: it
still serves jQuery 1.11.1 from 2014. Checked against the live URL, HTTP 200
with no redirect and `jQuery v1.11.1 | (c) 2005, 2014` in the file.

Bootstrap 3 accepts `1.9.1 - 3` per its own bower.json at v3.4.1, so nothing
here requires the 1.x line. The default is what puts a project there, and only
when `include_jquery` is on or the jQuery tags are used, both off by default.

The default is left alone on purpose, and the docs now say why: changing it
would move the jQuery major version under every project that takes it, which a
maintenance release should not do.
