test: pin XQST0034 for duplicate functions in sibling files (#179)

* fix: ignore sibling-file declarations in XQST0034 duplicate check

Files sharing a module namespace are merged as siblings, but may be
alternatives of which only one is installed (e.g. jinks profiles).
Only report collisions within the file or against explicit imports.
