fix(bigint): return -1/1 from compare when limb counts differ

The wasm-gc/llvm implementation returned the difference of the operands'
limb counts, so `compare(1N << 70, 0N)` was 2 there and 1 on wasm, native
and js. Return -1 or 1 like the other backends, and move the pinning test
to the shared test file so it runs on every target.

The deep comparison test no longer normalizes the result before checking
it against the sign of the subtraction.

Fixes #4335
