fix: Prevent a tab freeze when the SSO session drops during a schema request (#5378)

* fix: stop the schema fetch from freezing the tab when a stale request settles (#5307)

jotai's loadable/unwrap re-subscribes to an already rejected promise when an
earlier, superseded request settles afterwards. That happens when the SSO
session drops while the OpenAPI request is in flight: the replacement request
is refused at once, the old one returns, and the refresh never stops. The
endless microtask loop pins a CPU core, grows memory and blocks the pending
redirect to the IdP.

The atom now resolves with the error instead of rejecting, so the library
never holds a rejected promise for it. Consumers see the same
loading/hasData/hasError shape.
