* fix: Gate community module details on live CR instance

* refactor(modules): unify community module live-CR fetch and de-noise details gate

Extract a shared fetchLiveResource CR-probe helper, return the live CR
map from useModulesLiveResources, and lift the probe to the list level so
rows stop double-fetching. Remove the now-unused useGetModuleResource and
collapse the repeated #10718 comment blocks.

* refactor(modules): drop internal issue refs from module comments

* fix(modules): feed live CR instance to community module rows

The community rowRenderer accepted a liveResource prop but never passed a
value, so the State/Namespace columns fell back to the module template's
default identity instead of the real CR instance already probed at the list
level. Wire the probed CR (liveResources.get(resource.name)) through to
ModulesListRows.

Also co-locate the community moduleStatus branch in ModulesListRows, extract
resolveTargetResource in useModuleNavigation, tighten its ModuleEntry types,
and add a guard test that the row renderer forwards the live CR.

* fix(modules): isolate community module live-CR probe failures

Use Promise.allSettled so a single module whose scope lookup re-throws a
non-404 no longer rejects the whole batch and strips the detail link from
every other healthy community row. Memoize the probe key, narrow the
liveResource prop type, and add a regression test for the non-404 path.
