Feature #3356 update_labels (#3357)

* Per #3356, add update_labels.sh to manage GitHub labels using the gh CLI.

Add .github/labels/update_labels.sh, which manages the labels for the METplus
component repositories using the GitHub CLI. As before, it generates commands
for review in the commands sub-directory rather than changing any labels
directly.

It synchronizes each repository against common_labels.txt (--sync and --prune)
and supports per-label --create, --delete, --move, --assign, --rename,
--update, --archive, and --unarchive operations. Archiving is done through the
REST API, since the gh label commands do not yet support it. The --assign
option applies a label to open issues and pull requests only.

Add an "archived" flag to each line of common_labels.txt so that the archived
state of the common labels is defined along with their name, color, and
description.

Remove get_labels.sh, post_patch_labels.sh, delete_labels.sh, and
process_labels.sh, which are replaced by update_labels.sh, and update the
Contributor's Guide to describe the new script.

* Per #3356, add --unassign and --strip-archived options to update_labels.sh.

Add the --unassign option to remove a label from the open issues and pull
requests while keeping the label itself and its assignments on the closed
ones. Add the --strip-archived option to do the same for every archived label
in a repository, including any labels archived earlier in the same run.

Together with --sync and --assign, this retires a label in a single command:
the new label is created, the open issues and pull requests are reassigned,
the old label is archived, and it is then stripped from the open issues and
pull requests, leaving its history on the closed ones intact.
