Bugfix #3348 develop SeriesAnalysis file list (#3349)

* Per #3348, set input file list in c_dict to enable config correctness checks to work as intended. Update behavior to skip writing a file list file if there is only 1 file provided and an explicit file list file was provided

* If explicit file list is provided, use that path instead of reading input template/dir in the find_data function. This is needed to eventually remove explicit handling of file list files in each wrapper that supports it

* replace lead group tuple with None to more accurately reflect real inputs

* cancel multiple workflows for the same PR so only the latest on is run

* refactor to reduce cognitive complexity
